Pave the open, flat, simple areas in slabs and put the setts where the geometry or the load actually demands them, and the budget lands where it should.

Buying setts by the crate without over-ordering

Setts are sold by coverage rather than by piece, and the number of units in a given area depends on the size and depth you choose.
