Why a slope changes the unit
Flat ground forgives a large slab; ground that falls does not. Every change of plane on a sloping plot has to be absorbed somewhere, and with big-format paving that absorption ends up in the bedding, in the joints and eventually in the corners of the units. A sett is small enough that each piece sits on its own patch of ground, so a run of them follows a fall, a crown or a slight twist without the surface reading as a string of errors. On Curacao, where a plot may be cut and filled rather than leveled wholesale, that tolerance is the entire case for small units.
Read the fall before you order
Work on falling ground is set by geometry rather than by taste, so the survey comes before the crate count. Until the drawing shows where the water goes and how steep the steepest run gets, any quantity is a guess. Five things belong on that drawing before anyone prices stone:
- Spot levels at every corner, threshold and structure the paving has to meet.
- The direction and gradient of each fall, with the low points marked clearly.
- Every stretch that must stay level for a door, a gate or a vehicle stop.
- The line where the paving crosses from cut ground onto filled ground.
- The outfall: the drain, channel or planted bed the water is meant to reach.
What Curacao ground does under a slope
Curacao has a hot semi-arid climate, and the annual rainfall total sits under 700 mm depending on which record you use. That reads like an easy drainage problem until you look at how the rain arrives. In 2010 Hurricane Tomas dropped 265 mm on the island in a single day, close to half a normal year inside twenty-four hours, onto ground that is usually baked hard and slow to take water in. On a slope that volume does not soak away. It runs, and it runs fastest where the fall is steepest. The island’s older town houses answered the same problem from above: high gabled roofs in red tile gathered rainwater and channeled it into stone reservoirs rather than letting it loose.
Local base, imported wearing course
The layers underneath a sett are Curacao’s own product. Mining Company Curacao has been in the island’s minerals business since 1874, when phosphate was found in the Tafelberg near Santa Barbara in the south-east, and the material it publishes is crushed and screened rather than cut:
- Base coarse at 0-50 mm for the load-spreading layer under a graded slope.
- Graded aggregate sizes for drainage layers and for haunching behind steps.
- Presieved sand at 0-3.5 mm as a laying course beneath the setts.
- Selected boulders up to 3.5 metric tons where a slope meets marine defense work.
That is a division of work, not a contest. The island produces aggregate, sand and fill; a dimension-sawn or hand-dressed paving unit is a different product category laid over the top of it. The bedding layer is where the two meet, and it is where sett formats suited to gradients begin to matter.
Depth, joints and bedding on a grade
A gradient puts a shear component into the bedding that level ground never generates, and the detailing tightens as the slope steepens.
- Deeper units resist rotation better than thin ones on a falling plane.
- Tighter joints keep the course line honest as the surface changes angle.
- A bound bedding build-up deserves consideration once the fall gets serious.
- Joint material has to stay put, because loose fill travels downhill in a cloudburst.
- Cross falls are resolved course by course, never saved for the final row.
Steps, thresholds and plane changes
There is a point on every slope where a ramp should become a step, and finding it early is cheaper than discovering it during laying. Setts run into a riser cleanly, because a course can be stopped and restarted without a cut line dominating the view. Landings want a shallow fall of their own so water leaves rather than ponds against a threshold. Where a driveway meets a house, the level at the door governs everything above and below it, and the paving has to arrive at that fixed point without a sudden correction in the last three courses.
Windward and leeward are different jobs
Aspect matters more here than height. Trade winds arrive from the east and east-north-east at roughly fifteen to twenty-five knots, dry south-easterlies from February to August and softer north-easterlies from October to January that can carry rain with them.
- East and north-facing slopes sit in constant salt aerosol and wind-blown grit.
- Density and low absorption matter here for salt crystallization, not for frost.
- Textured faces keep their grip and their looks where polished ones dull.
- West and south-west slopes are calm, which is why the marinas sit there.
Drawn, permitted and delivered
Nothing is built here without a permit. The Bouw- en Woningverordening Curacao states that no construction works may be carried out without one, and applications go to Ruimtelijke Ordening en Planning (ROP), the spatial planning department at Plasa Horacio Hoyer 19 in Scharloo, Willemstad, where the counter runs from 07:45 to 11:45. The statutory decision period is as soon as possible and no later than a month after filing, with six to eight weeks the practical expectation.
