Curacao receives ocean freight directly, and Willemstad is a transshipment hub in its own right, with Curacao Port Services publishing transshipment rates for containers and break-bulk. The island sits on routes between North and South America and between Europe and the Panama Canal. For a buyer bringing in cut stone from the United States, that shapes the whole plan: one sea leg, one customs event, one road leg.

The port is run by Curacao Ports Authority N.V., with the cargo terminals operated under concession by Curacao Port Services. The cargo terminals are generally described as sitting inside the Schottegat inner harbor, reached through the narrow Sint Annabaai channel at Willemstad. Confirm your own discharge point and gate arrangements with your agent rather than assuming.

Handling events matter more here than on almost anything you will import. Every extra lift of a heavy, brittle material is another chance to chip an arris or crack a slab in the middle of a pallet, and another line on an invoice.

Which terminal your stone lands at

Five minutes spent on this before booking saves an argument later, because equipment and cut-offs differ by facility.

  • Curacao Container Terminal: approximately 100,000 TEU a year, two gantry cranes, roughly 1,000 m of total berth length with a 460 m maximum single berth, maximum depth 12.2 m, 24-hour service, Ro/Ro and Lo/Lo.
  • Brion Wharves: bulk cargo, vehicles and other non-containerized freight, berth lengths between 100 m and 275.5 m, maximum depth 10.2 m.
  • Grote Werf: break-bulk for vessels under 100 MT, with a weighbridge.
  • Fuik Bay: outside the port, privately owned by the Mining Company, and used as a loading terminal for phosphate rock and for cement discharge.

Crated and palletized stone in a dry box is container-terminal cargo. Oversized or loose pieces are a different conversation, and worth raising with your forwarder at the quotation stage.

The free zone as a staging option

The Curacao Harbor Free Zone runs to 91,000 square meters and adjoins the container terminal. For a phased job it is a genuine tool, because stock can be staged and consolidated there before the duty event is triggered.

  • Your site start date has slipped and the terminal clock is running.
  • The site cannot physically receive a full container in one drop.
  • You are consolidating stone with other materials before a single delivery.
  • The job is phased and you want to release pallets against progress.

Staging is not automatic and it is not free, so price the storage against the cash-flow benefit before you commit to it. Your forwarder should be able to set out the handling charge for moving pallets from the terminal into the zone and back out again, and that figure belongs in the budget beside the freight.

Paperwork that moves the box

An import declaration is required for imported goods. Douane Curacao states a preference for clearance through ASYCUDA World, and the customs value is built on the goods plus costs such as freight and insurance. Get the file right before the vessel arrives.

  • Commercial invoice describing the stone as it will be classified, not by a marketing name.
  • Packing list with crate counts, pallet weights and dimensions per unit.
  • Bill of lading matching the invoice consignee exactly.
  • The HS heading you intend to declare, agreed with your agent in advance.
  • Whoever will lodge the ASYCUDA World entry, named and briefed.

From discharge to gate

Storage and demurrage start counting from events, not from when you get around to them. Agree in writing who monitors the vessel, who releases the bill of lading and who is authorized to pay charges at the gate. The road leg on a small island

Treat access rather than distance as the cost driver here. Stone is heavy in small volumes, and the questions that decide the price of the truck are the same ones that decide whether the delivery goes smoothly.

  • Can a container chassis reach the site, or must the load be broken down at a yard first?
  • Is there a forklift or crane on site, and who is paying for standing time?
  • What surface will pallets be set down on, and will it still be usable after rain?
  • Will gate hours, residential access or heritage restrictions limit the delivery window?

Deliveries inside the historic districts

Punda, Otrobanda, Pietermaai and Scharloo sit inside the World Heritage area inscribed in 1997, which holds 743 listed monuments across urban fabric dating largely from 1650 to 1900. Hardscape work there is not a retail purchase. It goes through the Monuments Office as well as Ruimtelijke Ordening en Planning, the planning department at Plasa Horacio Hoyer 19 in Scharloo, whose counter hours run from 07:45 to 11:45. Build that into your program before you book freight, not after.

Ruimtelijke Ordening en Planning issues the building permit, and the statutory decision period is stated as no later than a month after filing, with six to eight weeks a more realistic planning assumption. Freight that lands ahead of a permit is freight paying rent.
