What Paving Stone Really Costs Delivered in Saint Lucia

The price per square foot is the smallest part of what a terrace actually costs. This breakdown follows delivered paving costs for Saint Lucia from the packing crate to the finished bed, naming every line most quotes hide. Compare landed and laid costs, never headline rates.

Table of Contents

The Headline Number Is Not the Number

Every stone supplier can produce an attractive rate per square foot. Very few of those rates survive contact with a Saint Lucia site, because between the quote and the finished terrace sit freight, border charges, a broker, a truck, a mason and a percentage of stone that gets cut into waste.

None of that is hidden or unusual. It is simply left off the first page, so a buyer comparing two suppliers is often comparing two different fractions of the same job. The fix is to insist that every quote is built to the same finish line.

That finish line should be the stone bedded on site, not the crate leaving a yard on the other side of an ocean. Everything before that point is an intermediate figure, useful for checking arithmetic but useless for setting a construction budget.

From Crate to Quay

The first block of cost is the stone itself plus everything required to make it travel safely across an ocean.

  • Goods value, priced by format, finish and thickness
  • Crating, banding and corner protection sized for repeated lifting
  • Ocean freight on a scheduled southbound service into the Eastern Caribbean
  • Marine insurance covering the value you would actually have to replace
  • Documentation, including a packing list a broker can classify from

Cheap packing is a false economy on stone. A crate that arrives with broken corners costs more in delay than the packing ever saved.

What the Border Adds

Saint Lucia assesses imports under the CARICOM Common External Tariff, then applies further charges on top. Value Added Tax runs at a standard rate of 12.5%, a Service Charge Tax of 6% applies to imports, and a Health and Citizen Security Levy of 2.5% has been in force since 2 August 2023.

We do not publish a duty percentage for stone, because the rate follows the tariff heading your broker files under and that is not ours to declare. Use the duty calculator published by Saint Lucia Customs, and treat anyone quoting a firm stone duty rate from overseas with caution.

What the Road Adds

Clearance is not delivery. Port Castries occupies a compact site and has been congested enough that an off-site container storage facility at Cul de Sac was introduced, so haulage needs booking rather than assuming.

  • Haulage from the terminal to site, priced by distance and truck type
  • Storage charges if the container cannot be pulled promptly
  • Offloading at site, including any machine hire the driveway demands
  • A shuttle leg where a full container cannot reach the stack
  • The longer run if the discharge port does not match the site

What the Site Adds

The last block of cost is the one that decides whether the paving performs. It is also the one most often trimmed when a budget tightens, which is exactly the wrong place to save.

Sub-base and bedding material comes from the island’s own quarry sector, which supplies crushed aggregate, sand, filter stone and ready-mix across the country. Add edge restraint, jointing, mortar or bedding sand, machine hire, and the labor of a crew that knows how to set falls on sloping ground.

  • Excavation and disposal, which rises sharply on a steep plot
  • Compacted sub-base and bedding, drawn from local aggregate supply
  • Edge restraint and jointing, specified rather than improvised
  • Drainage runs, channels and outlets connected to a safe discharge
  • Skilled laying time, which is what a good terrace is really made of

That local material is a genuine strength of the Saint Lucian market. The base course is supplied close to the site by established operators, and the imported stone only has to be the wearing surface that sits on top of it.

Waste, Cuts and Honest Overage

No paved area consumes exactly its measured square footage. Curves, steps, drainage channels and awkward corners all convert stone into offcuts, and a single broken unit in a discontinued lot can hold up a whole terrace.

  • Order overage on every format rather than measuring to the inch
  • Allow more overage where the layout has curves, circles or diagonals
  • Keep spare units on site for future repairs to the same lot
  • Order one format per crate so a partial delivery remains usable

Everything we ship for paving supplied into Saint Lucia is quoted with overage stated openly, because a shortfall discovered mid-lay is the most expensive kind.

Currency and Comparing Two Quotes

Local trade is priced in East Caribbean dollars, pegged to the US dollar, while imports and larger villa or resort contracts are commonly transacted in United States dollars. Make sure both quotes you are comparing are in the same currency and on the same terms of sale before you draw any conclusion from the difference.

Then check that both include the same scope: goods, packing, freight, insurance, border charges, haulage, offloading and overage. If you want a reference point for material rates before that exercise, see where the published ranges start.

Ask for the Whole Line

A supplier who will break a quote into goods, packing, freight, insurance and stated overage is a supplier who expects you to check the arithmetic. That is the relationship worth having on a project measured in thousands of square feet rather than dozens.

Send us the drawing, the areas, the duty classes and the delivery address, and we will build the numbers in that shape. The only paving price that means anything is the one measured at the finished bed.

What does paving stone actually cost delivered in Saint Lucia?

It depends on format, finish, thickness, volume and where on the island the stone is going, so no honest supplier quotes a single figure. The reliable approach is to build the cost in blocks: goods and packing, ocean freight and insurance, border charges, haulage and offloading, then bedding, jointing and labor at the site. Ask for each block separately.

Because the applicable rate follows the tariff heading your consignment is classified under, and classification is a matter for the customs administration and your licensed broker rather than an overseas supplier. What we can do is state material, finish, format, thickness, weights and values clearly enough that your broker classifies quickly and the duty calculator published by Saint Lucia Customs gives you a usable figure.

More than the measured area, always. Curves, steps, drainage channels and corner details all turn stone into offcuts, and layouts with circles or diagonals waste more than straightforward rectangular ones. Keep spare units on site afterwards as well, because matching a lot months later is difficult and a single broken unit can otherwise stall repairs on a finished terrace.

It is a real line rather than a rounding error, and it varies with distance, truck type and site access. Port Castries occupies a compact site and has been congested enough that off-site container storage at Cul de Sac was introduced, so book haulage in advance. Southern projects often cost less delivered if the consignment is discharged at Vieux Fort instead.

Local trade is priced in East Caribbean dollars, which are pegged to the US dollar, while imports and larger villa and resort contracts are commonly transacted in United States dollars. What matters most when comparing suppliers is that both quotes use the same currency and the same terms of sale, otherwise the difference between them tells you nothing useful.

By line, so the arithmetic can be checked. Each line carries material, finish, format, thickness, square footage, crate weight and stated overage, with freight and insurance shown separately from goods value. We supply premium natural stone hand-picked at partner quarries, and we will build the figures around your drawing, your duty classes and your actual delivery address.
