Can setts be laid on a steep slope without adding steps?

Up to a point, yes. A sett field absorbs a continuous grade far more comfortably than slabs, because each unit takes its own line and the joints do the adjusting. Once the fall becomes uncomfortable to walk or to push a barrow up, steps or a landing are the honest answer.
