This guide splits the island into exposure bands, windward and leeward, and sets out how salt, trade-wind grit, glare and cloudburst drainage should shape paving detailed for cloudburst rain. The storm that sets the brief

In 2010 Hurricane Tomas dropped 265 mm of rain on Curacao in a day, close to half of what the island normally receives across a whole year. That single figure should shape how paving is detailed here more than any average rainfall number. The design case is not a wet climate. It is a dry one that occasionally receives a year of water in twenty-four hours, onto ground that has been baked hard and does not take it in.

Outside the belt is not immune

Curacao sits outside the Main Development Region for tropical cyclones, and that is a real advantage. It is not the same as never being affected. Named events on record include Hazel in 1954, Anna in 1961, Bret in 1993, Felix in 2007, Omar in 2008 and Tomas in 2010.

The practical consequence for a hardscape specification is that the drainage case deserves more of your attention than uplift detailing does. Detail for the cloudburst first, then work back through salt and grit.

It also changes how you should read guidance written elsewhere. A detailing note built around wind uplift on an island inside the Main Development Region is answering a different question from the one your site is asking, and copying it across wastes money in the wrong layer.

Two coasts, two specifications

Trade winds run from the east and east-north-east at roughly 15 to 25 knots. From February to August the south-easterlies come off South America and arrive dry, while from October to January the north-easterlies are less intense and can carry rain.

  • Windward frontage on the east and north: a permanent salt-aerosol and wind-blown-grit environment.
  • Leeward frontage on the west and south-west: calm, which is why the marinas and resort water frontage sit there.
  • Enclosed courtyards and lee-side terraces: sheltered, and able to carry a lighter specification.
  • Anything within splash reach of the sea: its own band, whichever coast it is on.

Two properties a short drive apart can need different stone, different finish and different jointing. Do not let one specification travel across the island unchecked.

Salt, not frost

There is no freeze-thaw here, which removes one of the standard temperate failure modes from the brief entirely. What replaces it is salt crystallization, where airborne salt is driven into the pore structure, dries, crystallizes and works at the stone from the inside. Density and low absorption matter for that reason rather than for frost resistance.

  • Ask for absorption values, not adjectives.
  • Keep the densest units on the frontage that faces the wind.
  • Detail bedding and jointing so salt water drains rather than pooling in a joint.
  • Rinse exposed paving with fresh water where a supply allows it.

When you are pricing dense units for the east coast, ask for the test figures rather than accepting a general description of the stone.

Grit, glare and finish

Constant trade-wind grit is an abrasive. A polished face will dull under it, and it will glare under a very high sun long before it does. Glare has been a documented local concern here for a very long time: an 1817 order against painting houses white was made on the grounds that the glare hurt the eyes.

  • Choose textured, non-polished faces for anything exposed to the trade winds.
  • Keep highly reflective surfaces away from large open terraces facing the midday sun.
  • Remember that a face that grips when wet also holds blown grit, so plan the washdown routine.
  • Sample the finish on site, in the light and at the hour the space will really be used.

Compare faces worked to cut glare before you fix the specification, because one stone in two finishes behaves very differently on an open terrace here.

Falls, joints and where the water goes

Traditional building on the island already answers this question. High gabled roofs with red tiles collected rainwater and channeled it into stone reservoirs, because the water was too valuable and too sudden to be left to run. Paving deserves the same instinct.

  • Set falls for a cloudburst, not for the average rainfall figure.
  • Give the water somewhere to go before it reaches the threshold of a building.
  • Avoid details that hold standing salt water in a joint or against an edge.
  • Size outlets and the run-off route for a volume the ground will not absorb.
  • Check that soft landscape downstream of the paving can take what you send it.

Seismic as a secondary concern

Curacao sits near tectonic plate boundaries, and the named reference document is KNMI Technical Report TR25-03 on seismic hazard for the Dutch Caribbean. Curacao’s assessed hazard is lower than that of Sint Maarten, Saba and Sint Eustatius, given its position relative to the subduction zone. For hardscape that makes seismic a real but secondary consideration, worth a conversation with your engineer about retaining structures and steps rather than a driver of paving choice. Raise it early where the scheme includes steps, seat walls or retained levels, since those are the elements where movement shows first.

Writing exposure into the order

Mark the exposure bands on the drawing before you count square footage, then order by band. Note also that no construction works may be carried out without a building permit under the Bouw- en Woningverordening Curacao, and that hardscape inside Punda, Otrobanda, Pietermaai or Scharloo goes through the Monuments Office as well. Specify the stone for the coast it will actually stand on, not for the island as a whole.
